Program Management Resources
The management system established by the State of Colorado for flood recovery is a model for responses to future flood disasters, especially those that have regional impacts involving numerous watersheds and local governments. The management system following the 2013 Colorado Floods was centralized around one lead agency that covered the entirety of the disaster affected region (for Colorado this was the Colorado Water Conservation Board). The lead agency assumed leadership responsibility for the program, developed the overall goals and objectives for flood recovery, established a technical assistance team to assist with all aspects of the program, and had the administrative infrastructure to accept, manage, and distribute recovery funds.
Consolidating recovery leadership with a qualified agency allows greater negotiating power over all aspects of recovery including funding timelines, match funding, and pushing the boundaries of what recovery can look like. Centralized project sponsorship also allows for the possibility of programmatic permitting, a strategy which can reduce costs, expedite timelines, and facilitate more creative and robust project designs. A centrally-lead recovery program is critical to avoiding wasteful spending and duplication of efforts, especially as this relates to project design, sequencing, and buyouts.

Sponsor Letter of Intent Template
This document is a template of a letter of intent from project sponsors to the Colorado Water Conservation Board to request Federal and State assistance on an Emergency Watershed Protection project. In this letter, sponsors state that they will provide a local contribution of at least 12.5% of the project cost, and provide an estimate of the breakdown of this match contribution. The draft project DSR should be attached to the sponsor’s letter of intent when sending to the CWCB.

CWCB-Local Project Sponsor Contract for EWP Financial Assistance
This is the template for the contract agreement that local project sponsors must execute with the Colorado Water Conservation Board (CWCB) to initiate EWP Financial Assistance (FA) funds for project construction. Specific dates and Federal Award ID number are to be determined once the Financial Agreement with NRCS is approved. NRCS approval and signature starts the 220 day timeline for non-exigent projects.
CWCB Invoice Template
Updated 5/02/2017. This is the required template for invoices forEWP projects and must be submitted to request reimbursement from the Colorado Water Conservation Board.The spreadsheet includes five documents as separate tabs/sheets. The template must be used for each project, even if multiple projects are in one contract.
